Draper will collect $2,500 a month from a cell tower company for the next 40 years. The City Council voted 5-0 on Tuesday, Oct. 20, to extend its lease with APC Towers.

Resolution 26-49 adds 40 years of extensions to the existing lease for a communications facility at 385 E. Steep Mountain Drive, according to the council agenda packet. The original agreement dates to Oct. 1, 2015. Under the amended terms, rent rises to $2,500 per month once the first extension term begins. The amended lease also includes a 30-day right of first refusal if the city receives an outside offer on the lease.

Spencer DuShane was listed as the staff contact for the resolution. It passed as part of the consent agenda with no discussion.

No residents spoke during the public comment period.

Crossing guards honored

Before the business session, Mayor Troy K. Walker and the council honored 41 school crossing guards with a proclamation declaring Nov. 1, 2026, as Extra Mile Day in Draper, according to the meeting recap.

The meeting adjourned at 7:15 p.m.

Study session highlights

The council's earlier study session covered three topics, according to OpenUtah's meeting summary:

Fleet policy. Staff presented a new fleet management policy focused on limiting vehicle growth, tracking maintenance more closely and setting uniform purchasing rules across city departments.

Traffic signal at 138th and 300 East. The city will install a traffic signal instead of a roundabout at the intersection, saving an estimated $1.5 million to $2 million after a settled lawsuit cleared the way for the cheaper option.

Workforce housing. Council members discussed strategies to sell remaining affordable housing units built by Ivory Homes. The discussion included expanding eligibility to part-time city employees, school district staff and National Guard members. As we reported Oct. 21, the city is weighing those broader eligibility rules.
