Hundreds of new homes, townhomes, and condos are planned for Draper's west side after The Point of the Mountain State Land Authority issued a call for developers to build its first ownership-track residential neighborhood.
The Point posted a Request for Statement of Qualifications on Tuesday, July 7, opening roughly 50 acres in the River District to one or more development partners. Don Willie, director of operations and external relations for The Point, said the target is 800 to 900 for-sale units, though the final count "would depend on what the chosen developer or developers opt to build."
The River District sits on the western edge of the 600-acre former state prison site, bounded by Porter Rockwell Boulevard to the east and a planned FrontRunner commuter rail station to the west. That station, labeled in RFSQ documents as the Bluffdale FrontRunner Station, is backed by $250 million the Utah Legislature appropriated for commuter rail expansion near the site.
Five sub-areas, rising density
RFSQ documents divide the district into five zones labeled A through E:
- Area A: Green space and single-family homes only (roughly 8.5 units per acre, average lot size about 5,100 square feet).
- Area B: Single-family homes and townhomes.
- Areas C, D, and E: Townhomes (12–16 units per acre) and low-rise condominiums (24 units per acre).
- Area E carries added density as a transit-oriented development closest to the FrontRunner station.
Developers foot the bill for internal infrastructure
The RFSQ makes clear that selected builders will pay for roads, parks, open space, and amenities within the district's boundaries. The documents state developers should "assume that future tax revenues, PID levies, and other public finance tools are not available to them to fund infrastructure."
The Point will build backbone roads, including Porter Rockwell Boulevard, to Draper City standards. Once completed, those roads will be deeded to the city, according to Willie. Porter Rockwell Boulevard and other backbone infrastructure are slated for completion later in 2026.
Timeline and how to participate
Key dates from the RFSQ:
- Thursday, July 16: Mandatory pre-proposal meeting at the state office building in Taylorsville (required for any firm planning to submit as lead developer).
- Wednesday, July 22: Deadline to submit questions to The Point.
- Friday, August 14: Proposals due by noon.
The Point projects it will select a developer before the end of 2026. Contract negotiations are scheduled from December 2026 through March 2027, with horizontal construction estimated to begin in July 2027 and vertical construction around March or April 2028.
Other recent activity at The Point
The River District RFSQ arrives amid a burst of activity on the site. A groundbreaking ceremony was held Monday, June 29, with Wadsworth Development Group as the Phase I partner. The University of Utah Health signed a purchase agreement on Wednesday, June 25, for 45.8 acres in the northeast corner for a proposed hospital and research campus.
The Point projects the first buildings along its Promenade district will be delivered in late 2028 to early 2029, starting with a 5,200-seat entertainment venue, according to RFSQ documents.
