Draper residents will get their say Tuesday on a proposed 60-foot office building tied to a state economic development deal whose tenant has not been publicly named.

The Draper City Council is scheduled to hold a public hearing on Ordinance #1738 at 7 p.m. Tuesday, Sept. 15, at City Hall, 1020 E. Pioneer Rd. The ordinance would approve a development agreement for roughly 2.15 acres of vacant land at 14068 S. 145 E., west of Bangerter Parkway, according to the council meeting packet.

The agreement identifies the project by its code name, "Project Mammoth," and describes it as a Governor's Office of Economic Development (GOED) approved project "new to the state of Utah." The company's identity has not been disclosed.

Community Development Director Jennifer Jastremsky wrote in a staff memo that the expected tenant is a GOED-approved project. The agreement would let the developer, SRDP TOO L.L.C., build up to 60 feet tall, with an additional 14 feet for architectural features. Current zoning in the Regional Commercial district caps buildings at 45 feet.

The agreement also grants exceptions to the city's architectural standards. Exposed precast tilt-up concrete, factory-painted corrugated or ribbed metal panels and synthetic stucco (EIFS) would be allowed as primary materials to match the adjacent Wadsworth campus.

The Draper Planning Commission reviewed the application on Thursday, Sept. 10. The staff memo states the commission's recommendation will be shared at the council meeting.

The agreement states the project would increase property tax revenue and bring "a well-paid employment base" to the city. If approved, the developer has 150 days to close on the property.

Budget amendment hearing

The council will also hold a public hearing on Resolution #26-46, a mid-year amendment to the fiscal year 2026-2027 budget. Finance Director John Vuyk prepared the staff report, according to the city's public hearing notice.

The amendment comes less than a month after the council adopted the current budget on Aug. 18. That vote included a 25% property tax rate increase, from .000902 to .001128, projected to generate about $2.7 million in additional revenue. The council also drew $3.3 million from the city's fund balance to cover the gap, according to budget hearing records.

The specific dollar amounts and line items in the proposed amendment have not been made public.

Study session and other business

Before the public hearings, the council meets at 5:30 p.m. for a study session. City Engineer and Public Works Director Scott Cooley is scheduled to present a Willow Creek project update. No details on the scope or status of that project appear in the meeting packet.

The consent agenda includes the reappointment of Alan Taylor to the Draper City Building Board of Appeals for a four-year term through Sept. 30, 2030.

Mayor Troy Walker and Councilmembers Kathryn Dahlin, Bryn Heather Johnson, Tasha Lowery, Fred Lowry and Mike Green are listed on the vote sheet for Ordinance #1738.
