Draper residents near 12430 S. 700 East will get a chance to weigh in on a proposal to rezone the property for denser single-family housing.

The Draper Planning Commission will hold a public hearing on the request Thursday, Nov. 12, at 6:30 p.m. in the City Council Chambers at Draper City Hall, 1020 E. Pioneer Road, according to a notice posted on the city's website Oct. 29.

What's being proposed

The request has two parts. The first is a rezone from RA1 (Residential Agricultural, 40,000-square-foot lot minimum) and RA2 (Residential Agricultural, 20,000-square-foot lot minimum) to R4 (Single Family Residential, 10,000-square-foot lot minimum). The second is a development agreement that would set specific setback, landscaping and fencing standards for the property.

Under R4 zoning, lots could be as small as 10,000 square feet, compared with the current 20,000- and 40,000-square-foot minimums.

History of the request

The property has been working through Draper's review process for months. The Planning Commission first considered a zoning map amendment for the site at its July 9 meeting, according to an earlier city notice. Three members of the public commented at that hearing, according to community tracking site OpenUtah. One asked about property lines and fences near adjacent historic properties. Another requested a detailed subdivision plat to ensure homes would not back up against 700 East behind a wall. A third expressed general support for clearing abandoned vehicles and dilapidated structures from the site while asking about road and school impact fees.

A City Council hearing on the rezone was also noticed for Aug. 4, according to a separate city posting. The outcome of that hearing is not reflected in available public records.

A development agreement hearing was then scheduled before the Planning Commission on Oct. 22. That notice described a plan to divide the property into five lots served by a private roadway. Its outcome is also not in the public record.

The Nov. 12 notice now combines both the rezone and the development agreement into a single Planning Commission hearing.

How to participate

The hearing is open to the public. Residents who want a copy of the full notice or have questions can contact Maryann DeHaven, a Draper city staff member, at (801) 576-6391 or [email protected]. The notice is also posted on the Utah Public Notice Website at utah.gov/pmn.
