Draper's City Council will hear a Willow Creek infrastructure update when it meets Tuesday, Sept. 15, according to the council agenda. The agenda lists the presenter only as "Scott."

The update comes days after the Draper Planning Commission voted unanimously Thursday, Sept. 10, to recommend against a proposed four-home subdivision at 11511 S. 700 W., where residents raised flooding and drainage concerns tied to the creek. The agenda does not specify the update's scope or whether it is related to the subdivision.

Neighbors packed that planning commission meeting to oppose the project, which would have squeezed four homes onto a narrow 1.58-acre lot served by a 26-foot-wide private road. Opponents submitted 71 signed petitions and cited flooding history near Willow Creek, steep grade drops, drainage puddling and a lack of sewer access for the back lots, according to community testimony records.

The proposal required rezoning the parcel from RA1 to R3 and changing the land-use map from Residential Low-Medium Density to Residential Medium Density. The planning commission's negative recommendation goes to the council, which holds final authority on the zone change.

No council hearing date for that vote has been scheduled.

Budget amendment hearing at 7 p.m.

The council's 7 p.m. business session includes a public hearing on Resolution #26-46, which would reopen and amend the city's fiscal year 2026–2027 budget. The council adopted that budget unanimously on Aug. 18, including a 25% property tax rate increase that raised the rate from .000902 to .001128 and generated roughly $2.7 million in additional revenue, according to council minutes.

Other business

The business session also includes a public hearing on a development agreement for the Exchange project at 14068 S. 145 East, roughly 2.15 acres. The planning commission forwarded a positive recommendation for that project Sept. 10.

The council will also consider reappointing Alan Taylor to the Draper City Building Board of Appeals and disposing of surplus city property under Resolution #26-47.
