The Draper City Council will vote Tuesday, July 21, on Resolution #26-37, an amendment to the city's consolidated fee schedule that governs what businesses, developers, and residents pay for permits and licenses. Finance Director John Vuyk will present the resolution at the 7 p.m. business session at Draper City Hall, 1020 E. Pioneer Road. Under the current schedule, the base commercial business license costs $82 per year, building permits run 100 percent of the International Code Council schedule, plan review is 65 percent of the building permit fee, and re-inspections cost $85 each.

The city's FY2026-27 budget policy calls for regular review of user fees, license fees, and impact fees to ensure long-term service costs are not subsidized by general revenue. Licenses and permits generated $3.13 million in general fund revenue in fiscal year 2023.

Black Bear Diner seeks restaurant license

Bear Tracks Holdings LLC, doing business as Black Bear Diner, will go before the council in a public hearing for a limited-service restaurant license. The national chain has more than 165 locations. Solid Construction seeks commercial rezone on 13800 South

Solid Construction is requesting a land use map change from Commercial Office/Service to Regional Commercial and a zoning map change from RA1 (Residential Agricultural) to CR (Regional Commercial) for approximately 0.31 acres at 273 E. 13800 S. City planner Todd Draper is the staff contact.

Adamo family requests residential rezone near 13275 South

Michael and Tori Adamo are seeking to rezone approximately 1.08 acres at 265 E. 13275 S. from RA1 (40,000-square-foot minimum lot) to RA2 (20,000-square-foot minimum lot). The Draper Planning Commission reviewed the request on Thursday, June 25, before forwarding it to the council. Staff contact is Nick Whittaker.

Short-term rental rules and other items

The council will also hold a public hearing on Ordinance #1721, which would require short-term rentals to be licensed and permitted under Titles 6 and 9 of the municipal code, and vote on Resolution #26-33 adopting short-term rental "Good Neighbor Guidelines." A separate ordinance (#1734) would update Planning Commission structure and procedures to comply with state law.
