Draper's Planning Commission voted Thursday, July 30, to send a zoning code fix to the City Council that would allow homes on smaller lots in the Town Center zone near the TRAX station, marking the first code change from the city's adopted station-area plan.

The commission also approved a conditional use permit for Bakehouse Cottage, a home-based bakery on Sandberg Lane, and greenlit a plat amendment tied to the long-running Hidden Canyon Estates hillside stabilization project.

Town Center code fix heads to Council

The city-initiated text amendment would change Chapter 9-11 of the Draper City Municipal Code to permit at least one residential unit on smaller properties in the Town Center zone. According to the meeting summary on Draper's OpenUtah page, the current code accidentally prohibits those smaller residential uses, and the amendment aims to let property owners reuse historic buildings for housing.

The change implements the Draper Town Center Station Area Plan, which the City Council adopted March 4, 2025, under Ordinance No. 1635. That plan envisions 30–40 multifamily units, 20–30 townhomes or duplexes, and 30,000 square feet of commercial on the city-owned parcel, plus 450–500 multifamily units and 22,000 square feet of commercial on the UTA-owned site.

The amendment had been noticed for public hearing on July 16. The commission forwarded a positive recommendation; the City Council will now take final action at a future meeting. Staff contact for the amendment is Planner III Todd Taylor at (801) 576-6510.

Bakehouse Cottage approved with conditions

Thomas Thomas, representing Bakehouse Cottage, won approval for a home occupation conditional use permit at 478 W. Sandberg Lane. The bakery will operate from a 0.31-acre residential property.

Neighbors had raised concerns about narrow streets and parking. The commission approved the permit with conditions limiting customer pickups to specific days and requiring all parking to happen off-street.

Hidden Canyon Estates plat amended

Brandon Watson of Edge Homes Utah LLC, also representing property owner Birgit Reeves, received approval for an amended subdivision plat at 2463, 2477, and 2483 E. Springtime Road. The 0.813-acre amendment expands the boundaries of a private slope easement and adjusts two lot lines, finalizing a long-standing hillside stabilization effort in Hidden Canyon Estates Phase 5.

The Town Center zoning text amendment now moves to the Draper City Council for final action.
