Draper's Historic Preservation Commission will weigh in on a proposed rezone that could demolish homes built in 1887 and 1941 when the City Council meets Tuesday, August 4, at City Hall. Those construction dates were reported in our August 1 preview of the meeting.
The commission's report, scheduled during the 5:30 p.m. study session, precedes the council's public hearing on Ordinance #1735. That measure would rezone 1.67 acres at 12430 S. 700 East from agricultural (RA1 and RA2, with 40,000- and 20,000-square-foot minimums) to R4 single-family residential (10,000-square-foot minimum). Ivory Homes proposes replacing three existing homes on the parcel with five new single-family residences.
The Draper Planning Commission forwarded a positive recommendation for the rezone at its July 9 meeting.
Neighbors have pushed back, arguing the shift from agricultural to higher-density residential would change the character of the corridor and set a precedent for future projects.
The city's official agenda lists the preservation commission item under "Jen," which appears to refer to Community Development Director Jennifer Jastremsky based on her role as staff contact for related items. The public hearing on the rezone is set for the 7 p.m. business session, with a staff report by planner Todd Draper. The vote is tonight.
Eminent domain for Lone Peak Parkway
Resolution #26-38 would authorize the city to file an eminent domain action to acquire private property for the Lone Peak Parkway improvement project, which will widen and realign the corridor from 12300 South to 12650 South. City Attorney Traci Gundersen is presenting the staff report. The cost of property acquisition would be determined through the eminent domain process.
Short-term rental rules get final vote
Ordinance #1721, first introduced at the June 9 council meeting but continued to a date uncertain at that time, returns for a final vote. The ordinance would require short-term rentals in Draper to be licensed and permitted, and would add standards including fire safety equipment and automatic notifications to Draper Fire and Police for each new permit. Planner Todd Taylor is presenting the staff report. The study session includes a final review of the ordinance before the formal vote.

The meeting takes place at 1020 E. Pioneer Rd. The study session begins at 5:30 p.m. and the business session at 7 p.m. Public comments on agenda items should be held until those items are called; comments on non-agenda items are limited to three minutes per person. Residents who cannot attend may submit written comments to the City Recorder before noon the day prior.
The next council meeting is scheduled for Wednesday, August 12, which also includes a Truth in Taxation hearing on a proposed property tax rate increase for fiscal year 2026-27 at 6 p.m.
