Draper City Council will hold a public hearing Tuesday, July 21, on a proposal to rezone a third parcel along 13800 South for commercial use, following two rezonings the council adopted in December.
The application, filed under the project name "Solid Construction" by Morgan Lovato of JLF Ventures, LLC, would rezone approximately 0.31 acres at 273 E. 13800 S. from Residential/Agricultural (RA1) to Regional Commercial (CR). The request would also change the parcel's land use designation from Commercial Office/Service to Regional Commercial, according to a public notice posted July 10 by City Recorder Nicole Smedley.
No development plan for the site has been disclosed.
The Draper City Planning Commission heard the request on Thursday, June 25, under applications 2026-0016-MA and 2026-0044-MA. (The commission's recommendation has not been published.)
Two prior rezonings on the same stretch
The parcel sits in a corridor that has already seen significant zoning changes. On December 16, 2025, the council adopted Ordinance #1691, rezoning 1.44 acres at 231 E. 13800 South for the Openshaw Draper 138 project, and Ordinance #1689, rezoning 17.88 acres at 13782 S. 300 East for the Bangerter Crossroads project. Both were changed to Regional Commercial designations, and their Master Development Agreements were recorded with the Salt Lake County Recorder on May 5, 2026.
Traffic is already a concern. At the June 2 council meeting, Councilmember Kathryn Dahlin said a traffic study for 13800 South and 300 East "was being done independently from Smiths because the intersection was already failing." Dahlin said a Smith's Marketplace is planned for the corridor but that construction is "a couple of years away."
