The Draper Planning Commission approved a 166-unit townhome and condo development next to the Kimballs Lane TRAX station on Thursday, Aug. 13, signing off on the site plan and preliminary subdivision plat for the first phase of what will eventually be a 500-plus-unit neighborhood.
Edge Homes, a Utah-based developer represented at the hearing by Spencer Llewelyn, will build 20 townhomes and 146 condominiums on 7.126 acres at 600 E. Kimballs Lane. The property is zoned RM2, multi-family residential.
Residents who spoke during the public hearing raised concerns about traffic and density near the station area, according to a meeting recap posted by the city. City staff and Llewelyn responded that the project's core parameters, including density and parking standards, were locked in by a development agreement the Draper City Council approved on June 17, 2025. The commission's role was to confirm the site plans comply with those terms.
That 2025 agreement covers a larger 20-acre site and entitles Edge Homes to build 500 to 540 units at 25 to 27 units per acre across multiple phases. Phase 1 is the first section to move forward.
The approval comes as Draper's median home price sits at $1 million, according to a December 2025 Draper Journal report citing Salt Lake Board of Realtors data. Mayor Troy Walker addressed the limits of local control over housing costs in that same interview: "All I control as a local elected official is land use," he said, noting the city cannot dictate construction costs or what builders ultimately construct on zoned parcels.
The Granicus agenda lists Jennifer Jastremsky, Draper's community development director, as the staff contact for the application.
Edge Homes also plans to demolish four homes near the TRAX station as part of the broader development. One of those structures, the Lyn Kimball home, is considered a contributing historic structure, though it is unclear whether demolitions have already occurred.
Also at the Aug. 13 meeting, the commission approved a home occupation conditional use permit for Lamb Hair Salon, which will operate from a detached structure at 249 E. 13560 South on the request of Greg and Sabrina Lamb.
