Draper's Planning Commission holds a public hearing Thursday, Aug. 13, on a 166-unit housing development that would bring townhomes and condos to a 7.1-acre site next to the Kimballs Lane TRAX station.

Edge Homes, represented by Spencer Llewelyn, is seeking approval of a site plan and preliminary subdivision plat for Kimballs Station Phase 1. The project would put 20 townhomes and 146 condominiums at approximately 600 E. Kimballs Lane.

The 166 units are the first phase of a larger buildout. The Draper City Council approved a development agreement for the full 20-acre Kimballs Lane Station Area Plan site on June 17, 2025, allowing 25 to 27 dwelling units per acre and roughly 500 to 540 total units, according to the city's 2025 housing report. If the commission recommends approval, the Phase 1 plat advances to the City Council for final review.

The hearing begins at 6:30 p.m. in the City Council Chambers at Draper City Hall, 1020 E. Pioneer Road.

Jenson Farms Phase 4 also on the agenda

The commission will also review Jenson Farms Phase 4, a 28-lot single-family subdivision proposed by Ivory Homes on roughly 11.74 acres near 11867 S. 700 West. The land is zoned R4.

The property has an unusual history. The original Jenson Farms subdivision was approved in October 2017 with six phases totaling 85 lots. Phases 4 and 5, comprising 28 lots, were later sold to the Canyons School District for a potential school site. The district never built the school and sold the land to Ivory Homes, which now plans to complete the subdivision.

Ivory Homes is also requesting a deviation to reduce the park strip width in two cul-de-sac areas that border a city park, according to an April 23 staff memo by Draper City planner Maryann D. Pickering. The commission first heard the application that same day.

Salon permit rounds out the docket

A home occupation conditional use permit for Lamb Hair Salon at 13560 South is also on the agenda.

The Jenson Farms Phase 4 review is new to the public agenda since that April hearing. The Kimballs Station and salon items were previously noticed in late July.
