Draper residents will get their chance to weigh in on a 166-unit housing development near the Kimballs Lane TRAX station and a home-based hair salon permit when the Planning Commission meets Thursday, Aug. 13.
Both items go before the commission as public hearings at 6:30 p.m. in the Council Chambers at Draper City Hall, 1020 E. Pioneer Road.
Kimballs Station: 166 units on 7 acres
The bigger item is a site plan amendment and preliminary subdivision plat for Kimballs Station, a multi-family project proposed by Edge Homes on approximately 7.126 acres at 600 E. Kimballs Lane. Spencer Llewelyn is representing the developer.
Phase 1 would include 20 townhomes and 146 condos, according to the city's public hearing notice. The property is zoned RM2, or multi-family residential.
The application numbers (2025-0263-SP and 2025-0262-SUB) confirm this is an amendment to plans Edge Homes originally submitted in 2025, according to the official agenda posted on the Utah Public Notice Website. The Draper City Council approved a broader Development Agreement for the Kimballs Lane area on June 17, 2025, covering a 20-acre site with 500 to 540 total units at a density of 25 to 27 units per acre. Thursday's hearing covers only the Phase 1 portion.
In December 2025, Mayor Troy Walker told the Draper Journal that Edge Homes planned to build about 25 for-sale units per acre at Kimballs Lane, a mix of townhomes and condos, but acknowledged he could not guarantee they would be affordable. "It's a fun word to say, but I don't know what it really means," Walker said at the time. "The market sets what the price of real estate is."

Lamb Hair Salon permit
The commission will also hear a conditional use permit request from Greg and Sabrina Lamb to operate Lamb Hair Salon out of their home at 249 E. 13560 S. The property is about half an acre.
As we reported July 30, this is at least the fourth home occupation permit request to come before the commission in 2026, following hearings for England Salon in January, CleanCrumb.co in July and Bakehouse Cottage in late July.
